Francis Hood is a main character and survivor of the outbreak in GWR's What Remains. He is a resident of Pittsford and an agent representing the Office of Strategic Intelligence for The Coalition of Pittsford and Fairport. He served as one of two secondary antagonists of the episode "Rebirth" (along with Jason Selby.)

Post-Apocalypse[]

Pittsford, New York[]

At some point, Francis became an investigator for the Office of Strategic Intelligence in Pittsford.

Season 1[]

"Rebirth"[]

Francis arrived alongside Jason Selby as part of The Coalition convoy with the intention of interrogating and arresting Max Stone. He had Max Stone escorted to an isolated location in Outpost 2-15. Outside, Francis explained the situation of his potential involvement with Brighton to Max Rutherford and Erick Gonzalez who had expressed concern for his intentions after fighting alongside Stone during the raid on the Miller Compound. They demanded to be present during the interrogation, which he agreed to, reckoning he may need help in getting him to cooperate with his questioning.

The group returned to the shack awhile later to question him. Francis questioned him about his efforts in the militarization of Monroe, as well as his utilization of the Ranger name before revealing several images of him working alongside Crystal Chen, a suspected Brighton operative. Francis pressed further after Max Stone denied any involvement with the organization, figuring he had been set up by them and explained that if he did play any part in Brighton's growing presence in the Barrens, that it was wholly unintentional and that he was being used as a pawn. Francis agreed with his assessment, pressing for more information on Crystal Chen which was provided by Max Stone. But, Francis soon revealed he did not believe his innocence and called for a brief intermission in the interrogation to allow Max Stone time to rest and think about his answers.

Later, Francis and the rest of the group convened at Outpost 2-15's bar and discussed the results of the recent interrogation. Most of Unit 2-15 expressed their belief in Stone's innocence while Francis maintained his line of thought that he was guilty, if not by association, by direct intentional involvement. He explained that he personally believed Monroe reached out to Brighton to strike an alliance after the assassination of George Dow and the confrontation between them and Larue Monroe. He reckoned that Monroe had been working with them for some time now, and the recent increase in militarization and taking of the Ranger name was a direct call to action against The Coalition. He shared further evidence that Stone had been increasing his recruiting efforts in Coalition territory, and how his entire group had recently received weapons shipments from an alleged Brighton operative. Though, Francis was contested by Max Rutherford and Nat Brackenridge who suggested that the evidence was purely circumstantial, and how Brighton was notorious for using third parties without their knowledge. Francis was seen using an unknown medication, and agreed, but decided to resume the interrogation at that moment. He promised to find out an answer once and for all.

Francis and the rest of the group returned to the shack and picked the interrogation back up, further pressing on his potential involvement with Brighton. Max Stone continued to deny the allegations until Francis claimed that his lack of cooperation was evidence enough to prove his point. Max Stone continued to deny his involvement, but offered to work with The Coalition to bring Crystal Chen in for her involvement, explaining that if he allowed him to do so, that him and his entire organization would fight the battle for him. Francis denied this offer, expressing that it was far too risky for him, the office of OSI, or the council to risk. He sentenced him to death and instructed Erick Gonzalez, who he was also instructed to test for OSI membership after his recent accomplishments in the Miller Compound raid, to kill him. Erick refused, leading Max Stone to ultimately attempt to escape, only failing after being stopped by Kelly Adkins, who stabbed him in the chest with her sword and decapitated him to prevent reanimation.

Francis applauded her action, asked her to recover Max Stone's head and stepped outside with Max and Erick. He explained the situation to them; how the council had already long deemed Max Stone a risk to keep alive and how his actions were out of his hands from the minute he stepped into the room and Stone refused to cooperate with his line of questioning. Max and Erick alleged that Francis had no intention of giving him a fair trial, but the topic shifted. Francis told them that he would deliver the head to Crystal Chen on the order of the council to prevent any on-going aggressions between the two communities. The entire group departed, and arrived at Monroe where Francis and Chen were able to negotiate a cease-fire and peace between the two factions. Later, Francis and Jason returned to Pittsford, promising to be back in the future with more work.

A few days later, Francis arrived back at Outpost 2-15 and organized a search of the Miller Family compound to recover the bodies of the mutated cultists. He maintained radio communication with the group for some time, but eventually lost contact with them as the Red Fog storm started to hit. Some time later, Francis and Jason left the encampment prematurely after receiving word of the bombings in Pittsford.

Season 2[]

"Questionable Ethics"[]

Francis was seen in one of the Ranger Field Office Hospital's ICU rooms. Later, he was confronted by Noelle Lange who alleged him to be one of the perpetrators of the bombings, and of having affiliation with Brighton. These allegations were denied, and Francis explained the situation to her, and pointed out that her boyfriend was a convicted killer, and how the only one responsible for her sister was him. He shared evidence of Nial's previous involvement with the Inner-Cities Liberation Front, and how he played a part in her previous husband's death.

Later, Francis was seen mourning the death of his wife, who succumbed to her wounds. It can be assumed sometime over the next two months that he returned to work with the Office of Strategic Intelligence.

"Oppressor"[]

Francis was seen in the background along with Jason Selby watching as Jack Bevis ran down the operation against the Inner-Cities Liberation Front to members of Unit 2-15. Jack claimed that Hood recommended the unit after their performance with the recovery of the Miller Compound specimens.
